
Schedule of Fees
CCI is a Christian, non profit humanitarian organization, licensed to place children for adoption. Our vision is to encourage healthy, loving families through the provision of resources and facilitation of adoption for children without permanent homes and families. Our work is entirely financed through adoption fees and contributions/donations from families and organizations that share our vision and values.
Our fees reflect the belief that:
1) all children deserve a permanent loving family; and,
2) that adoptive families helping other families to adopt, can make this a reality for more children and families, in a cost effective manner, while still providing humanitarian aid to help other families in need.
All fees are subject to change, and are charged at the rate that is current at time of billing.
Application Fee
A non-refundable application fee must accompany the Application for Adoption.
CCI Agency Fee
Upon application approval, a CCI Agency fee must accompany the International Adoption Services Agreement.
Home Study Fee
The home study is a comprehensive study and written report that is necessary prior to all agency adoptions. The home study must be completed by CCI Social Workers, or by an approved cooperating agency, and approved by the Social Work Supervisor at CCI. When CCI prepares your home study, the home study fee is due at or before the first home study visit. Home studies completed by cooperating agencies are subject to their fees and will be paid directly to that provider. CCI charges a fee to update a home study when an update is necessary due to significant family change or date of completion.
Country Fee
The country fee is set by the facilitating organizations in each country. The fee includes background investigation and identification of child, social services, accepting legal responsibility for the child, work with government and agency authorities, legal fees, child care, medical expenses, and, in some countries, passport and US visa fee’s (refer to individual country fee schedules) in the child’s country. A portion of this fee must accompany dossier to country for processing. The balance of the fee is due when accepting the referral of a child.

Humanitarian Donation
The humanitarian donation is a tax deductible contribution to CCI. This fee is used to support humanitarian efforts in your child’s country of origin. CCI believes that for every child that comes to the US for adoption, there are many remaining in the foreign country, who need resources and support services to improve their quality of life. This is an opportunity for you to directly affect those efforts.
Dossier Related Fees
The dossier is a collection of documents that, along with your home study, will represent you and your family in the country where you choose to adopt. These fees include those involved with document collection, notarization, state authentication/ verification, foreign country authentication and translation, and postage, overnight and courier fees. These fees are paid directly to the providers of these services.
Travel
Travel fees include parent(s)’ US passport and foreign country entry visas, airfare, hotels, food and supplies, sightseeing and souvenirs, taxis, etc. These fees vary according to country, length of time in country, season, and accommodations, and the costs are the responsibility of the parent(s).
Post Placement Fee
The number of post-placement visits required depends upon the child’s country of origin and the family’s state of residence. Your home study agency is best able to tell you how many visits your state requires. CCI will provide information concerning the number of visits required by your country of choice. CCI does require one post-placement visit, even if the country of choice or state of residence does not require this. Clients are responsible for any cost incurred due to post-placements.
Country Change Fee
In the event that the family's chosen country closes adoptions, the family may choose to wait for the country to reopen, or chose another country. If the new chosen country remains with the same case manager, there will be no country change fee. If the family chooses to go to another country and changes case managers, there will be a country change fee of $1300. Should a family voluntarily decide at any time during the adoption process to change countries, there will be a $1300 country change fee if the change necessitates a change in case managers.
Fee Reductions
CCI strives to encourage a loving family for ALL children and will consider fee reductions for children with special needs, older children, or large sibling groups, and according to family need. Each child and family will be considered on an individual basis.
Fee Refunds
Generally, all application, CCI agency, home study and post placement fees paid to CCI are non-refundable, however, they may be applied to future international adoptions with CCI. There are extenuating situations where CCI may consider partial refund of unused fees. Specifically, the Agency Fee may be fully refunded with the termination of the adoption agreement by the A/P or CCI within the two week period of time if an adoption case manager has not yet been assigned. The application fee is non-refundable, once submitted. The home study and post placement fees are non-refundable once social work services have been rendered. Requests must be submitted to the agency Administrator in writing and will be considered on an individual basis.

Celebrate Children International (CCI) will provide information concerning all services provided, including a written description of services, country specific adoption processes, agency fees, country fees, an estimate of other associated fees that clients should expect, and estimated timetables for services and the adoption process.
It is important to note that some processes, fees, and timetables are beyond the control of CCI, and can change with little or no notice. CCI will provide clients with written information concerning significant changes, should they occur.
CCI respects the privacy of our client families and holds in confidence all information obtained in the course of professional service. Confidential information relating to any aspect of an adoption may not be disclosed except under certain limited circumstances. Access to family files is restricted by CCI to agency staff directly involved in the delivery of service.
All information, written and oral, received by CCI about a child will be provided to that child’s prospective adoptive parents. The prospective adoptive parents will also be provided with information, if known, regarding general conditions of the child’s current living situation/conditions.
CCI will ensure that agency fees are fair, reasonable and commensurate with the services performed.
CCI prides itself on providing high quality, ethical services, however, if you are dissatisfied with a service received or decision made by CCI, you have the right to file a grievance and be assured that your concerns will receive serious consideration. The procedure for filing an official grievance can be obtained by request to the main office.
